Howard entered  the Service from West Virginia with service number # 2661932.

 

Howard was KIA when the USS California got hit by torpedoes in Pearl Harbour on Dec.7, 1941,  he is honored with a Purple Heart, Combat Action Ribbon, Good Conduct Medal, Expeditionary Medal, Distinguished Unit Citation, American Campaign Medal, Asiatic-Pacific Campaign Medal, WW II Victory Medal.

 

Howard is buried/mentioned at Honolulu Memorial Honolulu, Honolulu County, Hawaii, USA.
