I suspect  they conducting some sort of landing exercise and they fell off or overturned some small landing boat.    Since they died in the line of duty, I suspect it was some sort of training accident.  The other man missing, Grady V NIchols, is listed as a COX,  (coxswain) which means he maneuvered a small boat.
